Summary: Add slice, concate and split layers

To support model partition, connection layers are required to connect different
partition of a neuralnet.
We add three connection layers:
1. slice layer: connects to more than one destination layers to slice its
feature blob along given dimension.
2. concate layer: connects more than one source layers to concatenate their
feature blob along given dimension.
3. split layer: connects to more than one destination layers to replicate its
feature blob.
