During Cluster setup, it will generate log information.
As at that time, glog dir has not been initialized, it will leave that part of
logs in default /tmp directory.
This will make each job having two set of log files, in both /tmp and
/singa-log.
We can init log directory before calling Cluster::Setup, and this will fix the
problem.
