Please update the license of Doxyfile, Protobuf.cmake.
For others, we need to keep them,
1. tinydir, gtest, cpplint, numpy. We need to keep them in the license file to
make it clear for people to know the dependencies.
2. lib/cnmem/* is not in github, but when we create the tar file, we will
download it and release it together with singa.
