Modify image_tool.py
Add method to resize images by given width and height, i.e., resize_by_hw,
resize_by_hw_list, resize_by_hw_range;
Use new "scale" methods to replace original "resize" methods, i.e.,
resize-->scale, resize_by_list-->scale_by_list,
resize_by_range-->scale_by_range.
