More improvements are needed in the download page. These notes were given as
feedback in the dev mailing list:
# Download pages must only link to formal releases, so must not include links
to GitHub.
# Links to KEYS, sigs and hashes must not use dist.apache.org; instead use
[https://www.apache.org/dist/incubator/singa/...]
# The instructions for verifying a signature are confusing as there is a
missing new-line.
