URL to incubator in sis-location-config.xml

Hello all

I have replaced all URL from incubator to http://sis.apache.org in the 
source code repository (README, pom.xml, demo.jsp, etc.) except for the 
following file.

application/sis-webapp/src/main/resources/sis-location-config.xml

The incubator URL is used in the xmlns declaration of the above file. 
Does anyone know if it is safe to change the URL in that file?
