I expect that the README is really out of date for the web app. I added the Jetty server config to pom.xml about a year ago and it was working then. There has been some serious refactoring since then so the docs probably need to be updated to reflect that.
Then, maybe we should just replace the "getting started" instructions in the README by a link to the wiki?
