How do we create http://dist.apache.org/repos/dist/dev/sis?

Hello all

In my understanding, we need a "sis" subdirectory in the following 
directory:

https://dist.apache.org/repos/dist/dev/

Does anyone know how to create such directory? I don't seem to have the 
necessary credential for that.
