As part of the release process, the SIS web site got a large update, for
now visible only in the staging area:

Notable changes:
* Content of some Maven pages moved to "downloads", "source codes" and
"branches". More will be moved later.
* The "release management" page has been adapted to SIS (thanks Suresh
for the initial version!)
* "Web site management" page added.
* Release notes added: http://sis.staging.apache.org/release-notes/
(not yet nicely formatted)
Open issues:
* The menu on the left side does not fully work (it didn't worked in
the original version neither). I created a JIRA task giving more
details [1].
* I don't know how to use "Markdown" and the templates in
sub-directories... (for now, the directory structure is mostly flat).
If any one have any clue about the above, that would be appreciated.
