Up to you Martin. It's easy to generate an RC#2. At the same time if you
VOTE +1 for RC1, and we get 1 more PMC RC #1, we can push this release,
which is functional and good; sure it doesn't handle the minus sign for
negative angles, but at the same time, we can easily spin a 0.4 RC #1
soon thereafter releasing 0.3 RC 1.

My VOTE would be to simply get another +1 on RC 1 for 0.3 and then push
0.4 with the update shortly thereafter.

More releases the better, more RCs are fine, but not as optimal as more
releases.
