Hi the SkyWalking community: Recently, as more and more agent tests are migrated into the main repository, more and more Jenkins resources are required, so @wu-sheng and I decided to set up a barrier to avoid unnecessary builds, in order to reduce queueing time. So pull requests that don't meet the build conditions will be simply skipped and the check status in GitHub is SUCCESS, so please pay attention to the Jenkins status to see whether it's really success or it's skipped, especially for reviewers Detailed information and screenshots can be found in this PR[1], thanks
