Hi PMC I want to start a vote about promoting Kai Wan(GitHub ID: wankai123)[1] as a new committer. He has been involved in SkyWalking for about half a year since the first PR(Dec 21, 2020). By the day, he has enhanced different components through 23 pull requests, and over 6k LOC. He majorly focuses on the Service Mesh and metrics analysis engine(MAL). I think he is ready to be a new committer, and encourage him to help us more.
