An issue, https://github.com/apache/skywalking-eyes/blob/v0.4.0/docs/How-to-release.md#build-and-sign-the-source-code-package seems not correct, The content is `Guide to build the release from source`, but in the release vote, this should be `how to build release from source tar`. We should have a compiling guide in the root, and correct the release template here.
