Fix For: Slider 0.40
Agent functional tests create the command logger package by zipping up the
content for every test. Instead we should do the following:
* Create a project for the command logger package
* Create a dependent project to create the Slider App for command logger package
* _these will also serve as sample packages and demonstrate the relationship
between a app tarball and corresponding Slider app package_
* Modify all functional test to use the Slider app package for command logger
as is
