Fix For: Slider 0.50
Pulled down 0.40.0-rc0, tried to run the unit tests (not functional tests,
yet). Accumulo provider unit tests all failed because of missing HDFS resources
(not sure if it's hdfs-site.xml, the hdfs jar, or something else entirely).
I see the following error in the slider.out file for each test when it tries to
invoke {{accumulo init}}.

Additionally, the test logic might be able to be improved as it was repeatedly
waiting for Accumulo to start when it was already in the {{FINISHED}} state. We
might be able to short-circuit the test logic to fail faster in this case.
