AppMaster is responsible for publishing applied configurations. Some of the
configurations (yarn-site, hdfs-site, etc.) are published by the AppMaster
itself and some are published based on what is declared in the metainfo and the
applied config from the component instances.
Agent should report back applied config when registering and if the component
instance is STARTED. AppMaster should consolidate them and then publish.
