Fix For: Slider 0.60
Reduce the no. of rebuild operations and acquire/release by recognising when
other size change actions are already queued and wait until they are finished
before rebuilding state and asking AM for more nodes
Appmaster Renew/Request/Release nodes operation to schedule a renewal via the
queue; when that action is executed, to look in the queue for any queued
cluster size change operations/events & place itself at back of queue if so.
If an existing renew operation is scheduled, do not queue a new one.
