This looks good; I'd add a client-side check that verifies if {{Shell.WINDOWS}} 
holds then {{Shell.getWinUtilsPath}} returns a valid EXE (the check you need is 
{{SliderUtils.validateSliderClientEnvironment()}}

This is part of the normal startup now if the action says it requires the core 
hadoop services. The diagnostics action could just say it needs it, or it could 
do it later ... as part of a general client-side system report. The latter is 
probably better as it will help debug why the exe isn't valid
