I've just checked in the code that tries to cancel outstanding requests
first —that is, if you asked for 5 nodes, only got 4, then flexed to 4, the
outstanding request would be cancelled, rather than any of the actual
containers released.

I was about to say the most recent containers are released first, via
the MostRecentContainerReleaseSelector...but I see that isn't hooked up.
Filed SLIDER-538 on it. Wiring up easy; testing slightly harder.
