As a workaround for YARN-2571 not getting checked in yet, we need a way for
admins to create the user paths.
I propose a new cli action, {{yarnregistry}}; we can move the existing
{{resolve}} operation to this. This command will add options to
# {{-userpath <user>}} create a user; must be admin to do this on a secure
cluster (hdfs, mapred, ...)
# recursively delete a path. May need admin rights depending on path
# purge records by yarn:id
