it always goes into accepted ... it is run when the YARN scheduler decides it.
In a loaded cluster this is never going to be immediate. I don't think we can
fix this.
there is already a {{--wait}} call which allows the caller to wait for the app
to get launched, it will return an error code if the app isn't launched in the
time period
