Fix For: Slider 0.70
Provide a view of the containers for each resource, including state, maybe
config. Support DELETE to kill a container; this will not change the cluster
size, merely decommission that container.
Will need decommissioning support in AM: list of decommissions in progress,
plus tests.
the current {{kill-container}} command does not decommission, it simply kills,
and is for testing purposes —the AM receives the reports and treats them as
failures
