this has nothing to do with ZK; ZK started without problems.
root cause was delayed web startup stopping {{getClusterStatus()}} operation
returning cluster status if fetches before web was up., which meant the test
wasn't being set up right.
Fix: spin for the root AM web page, and only then determine the URL to the
agent.
the patch committed does this, and adds moving registry init asynchronously
anyway. If there is any curator problem, it should not stop web page startup.
