Fixes
# move the copying of JARs and tars in the the {{package-prepare}} phase
# use explicit {{<file>}} declarations of tar files
# add a verify target. This is less useful than one would think as it doesn't
let us verify that file is in a lib directory under a path driven by the
project name.
The only way to really verify it (assuming the new assembly XML file isn't
doing that check) would be a junit integration test
