Having looked at the docs, the YARN-1530 proposal addresses a problem that's
visible today: calls to ATS are blocking and may fail.
We could adopt ATS events today, just queue the events in-AM for async
submission to the ATS. As the ATS client API is not proposed to change, this
strategy will work with future enhancements.
Which leaves: what events do we add? And how to format them?
