Summary: minInstanceCount for components in storm

Currently, there is no minInstaceCount configured for storm components like
NIMBUS, SUPERVISOR etc. So it takes the value as '0' by default. Can we make it
as '1' for components like NIMBUS?
Now, it allows to flex the existing storm cluster with '0' instances of NIMBUS.
