Move the {{RoleHistory}} beyond simple read-time {{ProviderRole}} information,
to sharing the map of RoleStatus entries with {{AppState}}.
This involves improving the concurrency of the class. The plan is to move all
integer counters in {{RoleState}} into the atomic {{LongGauge}} fields, with
some downcoversion to integers at the last moment possible.
