Steve Loughran resolved SLIDER-1032.

Resolution: Fixed
Root cause: /tmp didn't exist in the FS, and the user didn't have the
permissions to create it. Fix: do it by hand.
As well as the relevant assertions from Hadoop's ContractTestUtils —with better
diags— there's now a self contained test which tries to create the file in the
temp dir. If that fails, so will all the other tests.
