hmm, sorry, which version of wget ?
I am
GNU Wget 1.11.4
installed with mac ports on 10.5.7

without it I get

ERROR: cannot verify repository.apache.org's certificate, issued by `/ C=US/ST=Arizona/L=Scottsdale/O=GoDaddy.com, Inc./OU=http://certificates.godaddy.com/repository/CN=Go Daddy Secure Certification Authority/serialNumber=07969287':
  Self-signed certificate encountered.
To connect to repository.apache.org insecurely, use `--no-check- certificate'.
Unable to establish SSL connection.

I will see if there is a way of detecting the option.
