Currently some launchpad/testing tests that use JSP scripts have to wait > 4
seconds between tests, to leave enough time for the JSP scripting engine (with
its default settings) to pick up the changes.
To avoid this, I'll create a server-side script that modifies the JSP script
engine configuration: development mode = true, interval for checking scripts = 0
