Following scenario demonstrates the problem:
1. Copy bundle B in repository under /apps/foo/install -> installer installs
bundle B
2. Stop osgi.installer bundle
3. Delete bundle B from repository
4. Restart osgi.installer bundle -> bundle B stay installed, even though it
should be uninstalled
