I wasn't aware of the current update behavior, or I have a local bug, as I 
always need to zap the Felix bundles to to reload the jars.

In which case, I'm ok with the proposal, consider my objections/observations 
withdrawn.


I dont think there is a need for a switch, as you observe that would be 
confusing.
