If the repository.xml file is missing when the embedded JCR Repository bundle
is started (or the SlingServerRepository component is started), the repository
fails to start due to a missing configuration file.
As a fix, the repository.xml file could easily be recreated from the bundles
repository.xml file to try to start the repository.
