Fix For: Launchpad Base 2.2.0
launchpad bundle loading doesn't occur unless the earliest date of either the
launchpad JAR and the contents of the sling/startup directory is after the
value of the earliest date the last time launchpad was started.
this doesn't work in all cases (e.g. the launchpad maven plugin where updating
the bundle list won't take effect unless the launchpad base jar is
reinstalled), so we need a way to force this process.
