done in r925531.
if resource.resolver.listener.workspaces isn't defined, the default workspace
is observed.
otherwise, resource.resolver.listener.workspaces is a list of workspace names
to observe. if any of those names are "*", all workspaces are observed.
in the latter case, the event will have a property called workspace containing
the workspace name
