create a toolbar for the Sling explorer

o The goal is move the 'add node', 'delete node', 'add mixin' and 'add
property' actions to this toolbar. This makes them always visible. No matter if
the user scrolled to the bottom of the properties area or not.
o The current functionality should be displayed in jQuery dialogs.
