Nowadays even reporting plugins can be configured in build->pluginManagement
(details in https://maven.apache.org/shared/maven-reporting-exec/, supported
since maven-site-plugin 3.4). We currently still leverage the configuration in
reporting->plugins which is not well supported for standalone javadoc execution
(compare with discussion at
https://github.com/apache/maven-apache-parent/pull/31)
