Fix For: Feature Model API Regions Extension 1.2.4
For api behind a toggle it is currently only possible to specify an artifact id
for the previous version - which is not consistent and makes processing more
complicated: it requires to fetch that artifact, parse the manifest to get the
previous version of the api package.
We should allow to directly specify the package - and make the artifact optional
