Description:
Currently, the RepoInit create group syntax supports only group name and path.
The group name is used for both rep:authorizableId and rep:principalName.
The expectation is that you should be able to:
* Create Groups by ID
* Create Groups by ID + Sub-Path
* Delete Groups by ID

Currently, the RepoInit grammer does not seem to support creating groups, which
is somewhat problematic if you want to be able to assign both service user and
group ACLs during the RepoInit process.
The expectation is that you should be able to:
* Create Groups by ID
* Create Groups by ID + Sub-Path
* Delete Groups by ID
