Yes, this is a change in behaviour which is disabled by default. If you enable 
it, you opt-in to the new behaviour.
There might be different use cases. The use case this is about is to make 
application configuration easier and avoid that an application configuration 
needs to repeat each and every property from the platform. With this you can 
get to a similar functionality as you have with feature models where 
configurations are merged in the same way.
I'm not aware of use cases for a per configuration handling - there might; but 
this would then be a different / new functionality.
