Fix For: Feature Model API Regions Extension 1.3.8
The analyser for deprecated api usage can be configured to be either lenient
(warn) or strict (fail). This is a global setting for all packages.
Similar to the validation of osgi configuration usage, we should introduce a
mode which allows to set this per package
