The commons thread code attempts to detect when the ThreadLocalCleaner cannot
be installed and fallback to the default thread pool executor. Unfortunately,
this code does not work and under Java 17 the thread pools are broken.
This issue tracks fixing the fallback, while SLING-10831 tracks proper thread
pool cleaning support.
