Fix For: Committer CLI 1.0.0
The Committer CLI tool should use the {{KEYS}} file from
[https://downloads.apache.org/sling/KEYS], rather than
[https://people.apache.org/keys/group/sling.asc,] since the latter is not
generated any more. The previous file also only contained the keys of the
project's current members.
