Fix For: Feature Model Launcher 1.2.0
The feature model is using "start-level" to define the order of starting
bundles within a feature - in the early days we used "start-order", therefore
some code was added early on to the launcher, checking if "start-level" is not
set but "start-order".
As "start-order" has never been an official api, we should remove this extra
code.
