As described here http://markmail.org/thread/7s2rrsznvcm2lpaz, there is
currently no way of changing the password of a user
without knowing the old password. That makes it impossible to deal with PW
reset and forgotten passwords.
It would be handy to be able to configure a group which members can overwrite
user passwords without having to provide the old password.
