You first need to move it out of the whiteboard, see [1]. We don't cut releases from the whiteboard directly. We technically can, since you did that :-), but it is simpler to have everything in their own repo once they are ready to release, and it's a clear signal that it's not a personal experiment anymore. Note that "It is recommended to announce the intention on the mailing list, without calling a formal vote, since renaming repositories requires ASF infra manual intervention.".
