Although strictly speaking, if the jcr:language property of a mix:language node
contains a country code, the country code should be upper case, this can be
confusing and error prone. Given that JcrResourceBundles are cached, it seems
reasonable to be able to support
jcr:language = en_GB or jcr:language = en_gb
