Fix For: Feature Model API Regions Extension 1.7.0
When two features are merged, it is not allowed that both features contain a
configuration description for the same configuration (pid/factory pid).
However, we should provide a mechanism which allows to extend an existing
configuration description, for example by allowing additional values (includes)
that are allowed or by specifying additional internal names for factory
configurations.
