Currently all bundles are put into the launchpad at /resources/bundles and are
installed by the Sling Launchpad Bootstrap Installer
As we have the Sling OSGi installer we should make use of it and provide a way
to just install the bootstrap bundles (like the OSGi installer) through the
Launchpad and everything else is handled by the OSGi installer.
