It looks like most (all?) people at Apache use GH actions for building
multi-arch packages, asked on [email protected] ( private archive -
https://lists.apache.org/thread/xd3p8nom68gkgjmjpgfylh0vyx260s5o ).
We should probably do the same, but we probably need to ask Infra about this
first.
